This document provides a detailed analysis of the existing Zoning Ordinances and Subdivision Control Regulations in both the City of Evansville and Vanderburgh County. Input gathered from all the meetings held and community outreach has been included, along with national trends in planning.

Public Meeting 4 was a Live online event with online activities. Questions were asked and answered during the Zoom meeting both Live and through the chat feature. A video presentation will be made available for you to view soon.

Multiple internal Staff meetings as well as Task Force Meetings have taken place since the cancellation of the public meeting in March of 2020. Staff meetings were the highest priority in determining how to move forward with the development of the UDO and how to get information out to the Task Force and public. Once a plan was set, the drafting of the UDO began. The consultant team worked with the Staff and Task Force virtually via Zoom to review the drafts of documents that were prepared. Multiple review meetings have taken place with revisions being made by the Staff and consultants. Once the draft is finished, it will be presented at a public meeting and posted to the website for review and feedback.
This document will consist of the purpose and scope, applicability and conformity, zoning districts, use standards, and parking and loading chapters. These documents will continually be edited and refined until the adoption of the UDO by the consultants based on feedback from the public, Task Force, and Staff.
On Thursday, March 12th, 2020, Indiana Governor Eric Holcomb announced that the state was taking new steps to help prevent the spread of the COVID-19 virus. The Governor’s Executive Order states that public agencies should cancel or postpone non-essential meetings for the health and safety of the public.
There is no higher priority to Evansville and Vanderburgh County Officials and Staff than the safety of the community’s citizens, employees, and visitors. Based on the information that has been provided, the March 31st public meeting for the Evansville-Vanderburgh County Unified Development Ordinance (UDO) update has been cancelled.
However public input is still important. We will be rescheduling these meetings for a later date.

This survey was open for four months and allowed people to vote on image preference between two options and leave feedback on the qualities shown in the image. The consultant team took feedback given on the image preference questions and other comments about what people thought would be most important to focus on for the UDO to help guide the direction of how to go about making revisions and adjusting standards. This feedback will be included in the diagnosis memo.
